Oversight Board

At its meeting on January 11, 2012, the Madera City Council elected to serve as the Successor Agency to the former Madera Redevelopment Agency.

Each Successor Agency is overseen by an Oversight Board, which holds authority over the former redevelopment agency and its financial affairs. The Oversight Board is composed of representatives from local agencies that serve the redevelopment project area, including the city, county, special districts, and K–14 educational agencies. Members of the Oversight Board have a fiduciary responsibility to both the holders of enforceable obligations and the local agencies that may benefit from property tax distributions related to the former redevelopment project area.

Effective July 1, 2018, the Oversight Boards for the Successor Agencies of the City of Chowchilla and the City of Madera were consolidated into the Countywide Oversight Board of Madera County, as required by Senate Bill 107. The Countywide Oversight Board is responsible for overseeing and directing the Successor Agencies in the process of dissolving the two former redevelopment agencies within Madera County.

Countywide Oversight Board Members

  • Stell Manfredi – Public representative appointed by the Madera County Board of Supervisors
  • Will Schofield – Appointed by the Chancellor of the California Community Colleges
  • Anita Evans – Representing the City Selection Committee
  • Robert Poythress – Representing the Madera County Board of Supervisors, appointed by the Board
  • Donald Horal – Representing the Independent Special District Selection Committee
  • Tricia Protzman – Representing the Madera County Superintendent of Schools
  • Vacant – Representing former Madera Redevelopment Agency employees

The Oversight Board will hold regular meetings at 9:00 a.m. in the Madera City Hall Council Chambers on the Monday immediately following the meeting of the Successor Agency. In most instances, the meetings will fall on the third Monday of the month, but may vary from month to month.  Special meetings may be scheduled should a holiday conflict with a regular meeting date. All meetings are open to the public and governed by the rules of the Ralph M. Brown Open Meeting Act.
