Dogs older than four months must be licensed with the City of Madera. Applicants must provide completed license paperwork, proof of a current rabies vaccination and, when applicable, a spay or neuter certificate signed by a licensed veterinarian. License fees vary based on the term selected and whether the dog has been spayed or neutered.
Building permits may be required for new construction, additions, remodels, repairs and electrical, plumbing, mechanical or solar work. The Building & Development Department provides application forms, submittal instructions, permit fees, inspection information and guidance to help you determine what is required before beginning a project.
Anyone selling a product or providing a service within the City of Madera generally needs a business license, including home-based businesses. Local applicants must receive Planning Division authorization before submitting an application, and food-related businesses may also need approval from Madera County Environmental Health. The Madera Police Department provides separate application packets for initial and renewal Concealed Carry Weapon permits. Review the appropriate packet carefully for application procedures, required training, background-check requirements and supporting documentation. Training must be completed through an approved CCW instructor.

An encroachment permit is required before performing work or placing an obstruction within a public street, sidewalk, alley or other City right-of-way. This may include work involving pavement, curbs and gutters, sidewalks, driveways, utilities, storm drains, lighting or landscaping. The permit packet explains the applicable plan, contractor-license, insurance, traffic-control, fee and security requirements.

A City permit is required before cultivating up to six cannabis plants inside a single private, legally occupied residence in Madera. Applicants must provide a completed application, an interior floor plan identifying the secured cultivation room and the required fees. Renters must also obtain the property owner’s written consent. All cultivation must comply with the security, ventilation, visibility and safety standards contained in the application packet and Madera Municipal Code.

Planning Application Forms & Checklists
Planning review may be required for new development, land-use changes, new businesses, signage and other property improvements. The Planning Applications page provides the forms, operational statements, environmental checklists and supporting materials needed for different project types. Applicants are encouraged to speak with the Planning Division before submitting documents because incomplete applications cannot be accepted.
A special event permit is required for an event that will affect vehicle or pedestrian traffic or otherwise use or encroach upon the City’s right-of-way. Complete applications must include information about the event and a detailed site, route or traffic-control map. Applications must be submitted at least three weeks, but no more than 364 days, before the proposed event date. Processing fees, insurance and additional departmental requirements may apply.
A transportation permit is required to move an oversized or overweight vehicle or load along City streets. The permit packet includes applications for single-trip and annual permits, submission and payment instructions and the City’s approved truck-route map. Applicants are responsible for verifying that the requested route can safely accommodate the vehicle and load.
