Compensation and Benefits:

The City of Madera’s labor relations processes is governed by the Meyers-Milias-Brown Act (MMBA). In compliance with MMBA, the City’s labor relations officer meets and confers with the various bargaining units to negotiate wages, hours, and terms and conditions of employment for all represented City employees based on bargaining authority provided by the City Council. These negotiations result in memorandums of understanding (MOUs) regarding these topics, which can be found below. Additionally, pay and benefits for unrepresented positions are approved by resolution of the City Council and can also be found below.

Carve-Outs:

In addition to the labor MOUs, the City has negotiated a Workers’ Compensation Alternative Dispute Resolution Agreement, also known as a Carve-Out, with our two law enforcement labor units.  This agreement provides an alternative to the State’s Workers’ Compensation System and is designed to provide a more streamlined experience for employees requiring care in the Workers’ Compensation System, reducing timelines and ultimately providing a better experience for both the employee and employer.
