Public Hearing: Permanent Local Housing Allocation (PLHA) Program Application and Five-Year Plan

NOTICE IS HEREBY GIVEN that a public hearing will be conducted by the Madera City Council on Wednesday, November 16, 2022, at 6:00 p.m., as part of the City Council Meeting. The hearing will be held in the Madera City Hall Council Chambers, 205 West 4th Street, Madera, CA 93637. This hearing will be conducted both in person and via teleconferencing. The Zoom weblink and telephone number will be listed on the City Council agenda. The Council agenda will be posted not later than Friday, November 11, 2022, on the City website at www.madera.gov. Comments will also be accepted via email at citycouncilpubliccomment@madera.gov or by regular mail at 205 W. 4th Street, Madera, CA 93637. The hearing will also be live-streamed at www.madera.gov/live for observation by members of the public. The City Council of the City of Madera will consider the following item:

 

Consideration of the City’s Application and Five-Year Permanent Local Housing Allocation (PLHA) Plan. The PLHA Program was established pursuant to Senate Bill (SB) 2 and provides a permanent, ongoing source of funding to local governments for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities. Estimated funding allocations for Madera for the five-year period between 2019 – 2023 total approximately $2,533,914, with the funding allocation for year 1 (2019) being $422,319. As a requirement of the application, the City must prepare a Five-Year Plan detailing the activities that will be funded and how it will prioritize investments that increase the supply of housing for households with incomes at or below 60 percent of the area median income (AMI).

 

The Five-Year PLHA plan is incorporated in the City’s PLHA Grant Funding Application. This document is available for inspection on the City’s website at www.madera.gov/grants or by contacting the City of Madera – Grants (559) 661-3690.
