On December 21, 2022, the Madera City Council adopted the California Uniform Public Construction Cost Accounting Act (CUPCCAA) and invites all licensed contractors to apply for inclusion on the City’s Informal Construction Bid List each calendar year. The California Uniform Public Construction Cost Accounting Act (CUPCCAA), established under Public Contract Code (PCC) Sections 22000–22045, allows local agencies to use streamlined bidding procedures for public works projects. These thresholds apply:
- Projects of $75,000 or less may be performed by negotiated contract or purchase order (PCC 22032(a)).
- Projects of $220,000 or less may be contracted using informal bidding procedures (PCC 22032(b)).
- Projects of more than $220,000 require formal bidding procedures (PCC 22032(c)).
Important: Contractors must submit a new application each calendar year to remain on the City’s Informal Construction Bid List. Registration for this list does not include vendors in other City bid opportunities.

Per PCC 22032, any public works project estimated at or below $200,000 is subject to the State’s informal bidding procedures. All trade categories are eligible. Contractors must hold a current and valid California contractor’s license, which will be verified through the Contractors State License Board.
Contractors must also possess a valid City of Madera business license and be able to provide the necessary bonds and insurance. Compliance with all City, State, and Federal requirements is mandatory for selected contractors.
In accordance with Senate Bill 854 and California Labor Code Section 1725.5, all contractors and subcontractors must be registered with the Department of Industrial Relations (DIR) before bidding or performing work on any public project.
Each February, the City notifies all construction trade journals designated under PCC Section 22036, inviting licensed contractors to register for the upcoming year’s Informal Bid List.
