Business, Building, & Development
Madera is growing, and we’re building a future that reflects the heart of our community. Whether you’re opening a new business, planning a development, or making improvements to your home, the City of Madera is here to support your vision every step of the way.
Our team is committed to making the process of doing business in Madera clear, efficient, and collaborative. We know that behind every permit, blueprint, and inspection is a goal, and we’re here to help you reach it.
Madera offers a welcoming environment for businesses of all sizes, from family-owned shops and restaurants to large-scale commercial and industrial operations. With its central location in the San Joaquin Valley, access to major transportation corridors, and a workforce rooted in agriculture, logistics, and manufacturing, Madera is a strategic place to grow and invest.
Community Development Department staff work hand in hand to support projects at every stage. This includes site selection and zoning, plan review and construction, and ribbon cuttings and grand openings. Our goal is to foster smart, sustainable development that adds value to our neighborhoods and creates opportunity for our residents.
Whether you’re seeking a business license, applying for building permits, or exploring development incentives, our staff is ready to provide the guidance and resources you need. We believe growth should be balanced, community driven, and future focused, because every project contributes to the fabric of Madera.
The City's Community Development Department is comprised of the following divisions:
The Engineering Department is responsible for overseeing the design and construction of public facilities in the city. When the City takes the lead on these projects, the Engineering Department also puts the projects out to bid and manages the contractor while they are completing the job.
The Building Department is responsible for issuing building permits and conducting inspections for all construction projects on private property. The Building Department also oversees the City’s Interim Fire Marshall.
The Public Works Department maintains public infrastructure necessary for everyday life including streets, street lights, traffic signals, storm drainage, the water and sewer systems, and the wastewater treatment plant. The Public Works Department also maintains city buildings such as City Hall and the John Wells Youth Center, and manages the City’s solid waste program. Questions concerning pothole repairs, streetlight outages, traffic signal timing, street sweeping, water service, sewer or flooding issues are addressed by this department.
