When did the rates increase?
In July 2022, the Madera City Council approved a multi-year plan to update utility rates to fund critical repairs and improvements to the City’s water system. The first adjustment took effect on August 1, 2022. The second adjustment is scheduled for July 1, 2023, and will appear on that month’s utility bills.
Why are water rates going up even though we’re asked to conserve water?
The updated rates align with State conservation directives and are designed to reduce water use by approximately 20–28%. While lower usage reduces some costs (like electricity for pumps), most system expenses remain constant — such as water quality testing, well maintenance, distribution repairs, and debt payments on infrastructure improvements.
In addition, drought conditions increase maintenance costs for wells. The City is investing in new above-ground storage to ensure a reliable water supply for peak demand and firefighting needs. Stable water rates help maintain a sustainable system regardless of fluctuations in usage.
How are the rates determined?
The City works with independent consultants to conduct utility rate studies. These studies analyze the cost of providing service and identify necessary adjustments to fund operations, maintenance, capital projects, and debt repayment for past and future improvements.
What can I do to reduce my water bill?
Outdoor irrigation typically accounts for about 60% of residential water use, so watering less is the best way to lower your bill. Other conservation tips include:
