The following plans and reports outline how the City of Madera administers its Community Development Block Grant (CDBG) Program. These documents provide details on community development goals, funding allocations, and program performance as required by the U.S. Department of Housing and Urban Development (HUD).

Consolidated Plans

The Consolidated Plan serves as a comprehensive strategy to identify community needs and establish funding priorities for housing, infrastructure, and economic development over a multi-year period.

Annual Action Plans

Action Plans are developed each year to outline specific projects and activities that will be undertaken with CDBG funding during the program year.

Consolidated Annual Performance and Evaluation Reports (CAPERs)

The CAPER summarizes the City’s accomplishments and progress toward meeting the goals established in the Consolidated and Action Plans. Each report covers the fiscal year from July 1 through June 30.

Analysis of Impediments to Fair Housing

The Analysis of Impediments identifies barriers to fair housing choice and outlines strategies to address them as part of the City’s CDBG planning process.
