Community Development Block Grant (CDBG)

The Community Development Block Grant (CDBG) Program supports the City of Madera’s efforts to build and maintain a strong community by providing decent housing, a suitable living environment, and expanded economic opportunities—principally for low- and moderate-income residents.

The program is authorized under Title I of the Housing and Community Development Act of 1974 (Public Law 93-383, as amended; 42 U.S.C. §5301 et seq.) and funded by the U.S. Department of Housing and Urban Development (HUD).

Program Overview

HUD awards CDBG grants to entitlement communities like Madera to support a wide range of community development activities, including:

  • Revitalizing neighborhoods and improving public infrastructure
  • Expanding economic opportunities and job creation
  • Providing public services and community facilities

Local governments establish their own programs and funding priorities within federal guidelines. By law, grantees must give the highest priority to activities that benefit low- and moderate-income persons. CDBG funds may also be used to prevent or eliminate slums and blight, or to address urgent community needs that pose a serious and immediate threat to health or welfare when no other financial resources are available.

Planning and Reporting

Each year, the City prepares an Action Plan that outlines how CDBG funds will be used, and a Consolidated Annual Performance and Evaluation Report (CAPER) that measures results from the previous year. These reports are submitted to HUD as part of the City’s ongoing compliance with federal grant requirements.

The City welcomes public input on these reports to ensure that community development efforts reflect local needs and priorities. The CAPER covers the reporting period of July 1 through June 30 and is available for public review annually.
