Madera opens applications for fall Citizens Academy program

The City of Madera is now accepting applications for its 2026 Citizens Academy, a nine-session program intended to give residents a closer look at how local government operates.

The program, set to begin September 15, will bring participants into direct contact with city leaders and staff through a series of visits to municipal facilities and discussions covering topics such as public safety, parks and recreation, finance, and community development, according to the city.

"There's a lot that goes into a single city decision that just isn't visible from the outside," said City Manager Arnoldo Rodriguez. "At the end of the day, it's neighbors trying to do right by other neighbors. The Citizens Academy is a chance to show that work up close, not to convince anyone we get everything right, but to give people a real starting point for getting more involved."

The city says the program is open to residents regardless of background or prior familiarity with municipal government, including neighborhood leaders, business owners, members of community organizations and others interested in becoming more involved. There are no tests or assignments, and participation does not require public speaking. Dinner is provided at each session.

The academy has typically drawn more applicants than the city has space to accommodate. A committee will review applications and select participants, according to the city.

Sessions will run roughly 90 minutes each on Tuesday evenings at 6 p.m., with the program concluding November 17. No session will be held November 3 due to Election Day. The city will release a finalized class schedule to those selected for the program.

Rodriguez said the program has also served as a launching point for civic involvement beyond the classroom.

"Past graduates of this program have gone on to serve on our City Council and on other boards and commissions, simply because they got curious about how their city worked," Rodriguez said. "We're not just hoping people leave with a better understanding of their city; we're hoping some of them decide to help run it."

Participation is free, though the city says space is limited. Applications are due September 6. Details and an application form are available on the city's website at madera.gov/citizens-academy.
